The recommendations were discussed during the state cabinet meeting on Thursday. Eminent scientists and educationist Raghunath Mashelkar, who chaired the committee, told TOI on Friday that the emphasis of the report was to improve the gross enrolment ratio from 32% currently to 60-70%.

He also said that the report stressed on inclusive and equal education that would reach the poorest of the poor.
The report has stated that all learners should be eligible for free digital devices and infrastructure for students that can reach even the remotest part.
The report has stated that every student in the state must get end-to-end digital access as the lockdown had shown how digital and physical education both go hand-in hand.
Mashelkar added that the report touches on several important aspects which show a way to improve the enrolment ratio that should be doubled from what it was currently and at the same time concentrate on inclusive education and yet maintain the balance of excellence.
“We are also saying in the report that there needs to be a fine balance of education, research and innovation. Earlier, there were institutes that did only research or only education but now we have institutes like Indian Institute of Science, Education and Research and the Indian Institute of Science that focuses on research and education,” said Mashelkar.
“We need more of this. Then we have also talked about the curriculum which is set to change drastically, then the role of teachers and their training,” he said.
“Just because digitisation of education is happening, it will not mean teachers will be out of job. Their roles will change and the way of teaching will undergo a big upheaval,” Mashelkar said.
He said that the scientists conducting research should focus on how it would improve the lives of people and society.
Mashelkar said that finance in education was an important aspect and the task force experts that included eminent people have given great suggestions on public-private partnership model, CSR and other avenues that could generate the funds.
The report also recommends changing the three-year bachelor’s degree to a four-year programme with focus on research in the final year.
