MUMBAI: Two months after Parambir Singh was suspended on charges of extortion, the state government is yet to appoint an inquiry officer against the former police commissioner.
As per the December 2 order, Singh was placed under suspension for breach of All India Services (Discipline and Appeal) Rules 1969. An IPS officer of the 1988 batch, Singh will retire on June 30.

ToI sent specific messages to home minister Dilip Walse Patil and additional chief secretary Manukumar Srivastava on the departmental probe against Singh, but they did not respond.
A bureaucrat said the general administration department had submitted a list of retired bureaucrats for conducting the inquiry, but the home department rejected the proposal. “So far, no person has been appointed to conduct the probe. If the departmental probe is not completed within six months, then it will be a huge embarrassment for the government, since in that event the government will have to reinstate Parambir Singh,” the bureaucrat said.
As per the suspension order, DGP Sanjay Pande had sent two letters, first on August 12 and second on November 3, against Singh. Subsequently, four serious offences were registered against him. The first was at the Marine Drive police station, followed by another offence at the Bazarpeth police station in Kalyan. The third offence was registered at the Kopari police station in Thane and the fourth at Thane Nagar police station.
Besides the stringent provisions of the civil rights act and the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, most of the offences pertained to extortion, cheating and putting a person in fear of death or grievous hurt. The suspension order said the government had decided on disciplinary proceedings against him in respect of irregularities and lapses committed by him, including unauthorised absence from duty for a long time.
